Like DJ54 said, you have to make sure the little holes in the carb are all cleaned out. Also, check for leaking gaskets around the intake manifold. I've cleaned the carb, airfilter, points, next I was planning on swapping plugs and checking compression. 8n 12v converted, in neutral it will get up to rpms but not smoothly.
