Some would be wrong. They can release on any date they choose after 2/1. When they do, or if they do, is up to them. Keep in mind that the vast majority of accepted applicants will not receive a likely letter. And the criteria of who gets one varies by university. Some target STEM. Some target FGLI. It's not indicative of the top 100 applicants.
